    NATIONAL CONFERENCE ON JUDICIAL PROCESS RE-ENGINEERING & DIGITAL TRANSFORMATION

    Empowering the Justice System by Reviewing the Past, Re-engineering the Present, Redefining the Future.

    The eCourts Mission Mode Project (“the Project”) is a pan-India initiative designed to transform the Indian judicial system through Information and Communication Technology. It was launched under the “National Policy and Action Plan for Implementation of Information and Communication Technology in the Indian Judiciary” (2005).
    The primary goal of the Project is to provide efficient, time-bound, and citizen-centric services to concerned stakeholders while enhancing judicial productivity and transparency. The Project is structured into three distinct phases namely,

    • Phase I: 2011-2015
    • Phase II: 2015-2023
    • Phase III: 2023-2027

    During Phase I, the Project established a digital foundation by focusing on essential Information and Technology infrastructure for courts and the creation of a public repository for case data. The Phase II of eCourts Project marked a shift toward software-driven digital services and significantly expanded the use of e-Filing, e-Payments and video-conferencing to streamline court proceedings.
    During Phase III, initiatives are being undertaken for the adoption of new technologies such as e-Processes, paperless courts, digitized records, e-Filing, hybrid courts, live streaming and cloud services to enhance judicial productivity and transparency. The focus of Phase III is to enhance and democratise citizen-centric services.
    In addition to the above, the eCommittee, Supreme Court of India is also prioritizing the establishment of seamless interoperability with key stakeholders by aligning digital protocols and data standards to create a unified ecosystem that facilitates real-time collaboration and secure information exchange. The broader aim of Phase III is to make every court into an Integrated Digital Court.
    For Judicial Process Re-engineering to be effective, there is a need to revisit existing rules, guidelines and processes to drive operational efficiency. By redesigning and simplifying these procedures, the authorities can ensure that the enabling provisions are streamlined with the capability of meeting future requirements.
    In this context , Judicial Process Re-engineering is an important and continuous part of the Phase III strategy acting as a key factor in driving ongoing improvements and helping achieve better efficiency in operations.

    Conference Objectives

    The core impetus of the conference is Judicial Process Re-engineering which seeks to improve performance and promote the effective use of technology across the Indian judiciary. The conference aims to discuss new and effective ways to improve judicial processes by using digital technology and e-governance. Its goal is to increase efficiency and make justice more accessible in line with the Hon’ble Supreme Court’s vision of improving judicial productivity.
    Judicial Process Re-engineering focuses on making court procedures more user-friendly while ensuring full compliance with existing laws and rules. It emphasizes the need to continuously review and align processes with the legal framework. The appropriate steps should be undertaken to revise and strengthen them where existing processes require alignment with applicable laws and rules. In cases where revision may be limited in scope, necessary amendments may be introduced in the relevant Acts or Rules to support the effective and efficient functioning of the judicial system.
    The conference aims to bring relevant stakeholders together to deliberate on the improvement and redesign of core judicial processes. It shall focus on identifying and removing barriers for the effective implementation of digital systems. It will also consider measures for technological upgradation and enhancement of access to justice. The objective is to ensure that court processes are made faster, more efficient, and better aligned with present and emerging technologies. It further seeks to promote coordination with all stakeholders involved in the justice delivery system. Furthermore, it encourages the adoption of innovative practices to strengthen and modernise the judicial system.
