    NATIONAL CONFERENCE ON JUDICIAL PROCESS RE-ENGINEERING & DIGITAL TRANSFORMATION

    Empowering the Justice System by Reviewing the Past, Re-engineering the Present, Redefining the Future.

    The eCourts Mission Mode Project is a pan-India initiative designed to transform the Indian judicial system through Information and Communication Technology (ICT). The same was launched under the “National Policy and Action Plan (2005).

    Its primary goal is to provide efficient, time-bound, and citizen-centric services while enhancing judicial productivity and transparency.

    During Phase I, the project established a digital foundation by focusing on essential IT infrastructure for courts and the creation of a public repository for case data. Phase II marked a shift toward software-driven digital services, significantly expanding the use of e-filing, e-payments, and video conferencing to streamline court proceedings.

    During e-Courts Project Phase III, initiatives are being taken for adoption of new technologies such as e-processes, paperless courts, digitized records, efiling, hybrid courts, live streaming, cloud services with focus on citizen centric services for enhancing judicial productivity, transparency.

    Apart from above, eCommittee is also prioritizing for establishing seamless interoperability with key stakeholders with aligning digital protocols and data standards, for a unified ecosystem that facilitates real-time collaboration and secure information exchange.

    There is a need to constantly revisit existing rules and guidelines, processes to drive operational efficiency. By redesigning these frameworks to leverage modern digital capabilities and simplifying core procedures, the enabling provisions are both streamlined and future-ready.

    In this context, Process Re-engineering is a vital, ongoing part of DPR Phase III strategy, serving as a catalyst for continuous improvement and a primary driver for achieving operational excellence.

    Conference Objectives

    The conference aims to deliberate on transformative strategies for judicial process optimisation, leveraging digital innovations and e-governance to enhance efficiency, access to justice, and dispute resolution mechanisms in line with the Hon’ble Court’s vision enhancing judicial productivity.

    The core impetus of the conference is Judicial Process Re-engineering, a transformative initiative to reconceptualise and redesign essential judicial processes, driving substantial enhancements in key performance indicators and empowering technology across the Indian Judiciary.

    This involves two steps – (i) to ensure that the software processes apart from being user friendly need to be fully compliant with the existing laws and rules. (ii) In case of the process etc. not being legally compliant, the software process needs reworking and where it is not possible, necessary amendments are required to be incorporated in the Act/ Rules.

    This approach makes the process user-friendly while remaining totally aligned with legal requirements.

    The Conference aims to facilitate focused deliberations among stakeholders, on re-engineering core workflows, identification of strategies to overcome specific bottlenecks for digital enablement, technology Infrastructure upgrades, access to justice innovations, streamlining of court processes for present & future technological requirements, Integration with other stakeholders and any other innovative steps taken in judicial process re-engineering.
